Can we handle ATO Model fulfillment through Consignment Inventory

Hi All,

We need to map below mentioned scenario in Oracle Order Management.

Organization  is having one supplier for sourcing ATO Model Components under Consigned Model(Payment for ATO Components will happen based on Consumption) and another supplier for configuring ATO Model based on assembly instructions and Configuration made by Customer through sales order configurator UI by consuming the components received from components supplier and ships the Model to Customer.

Organzation wants to track the consumption made by Supplier for configuring models and pays supplier accordingly for the consumed components.

I thought of handling this scenario through consigned inventory from supplier model,but it didnt support ATO and PTO Models.
