Copy Item Costs Across Organizations - Error

Hello

I have a new inventory org "B" and need to copy costs from another org "A". Ran Copy Item Costs Across Organizations with range All items but program fails "The interorg cost copy failed because one or more entities used in the source organization are not defined in the target organization.". I dont want to assign ALL items to new org since they are not active. Unfortunately I dont have a category set which would differentiate those items. Is there a different way to accomplish without assigning all items to new org B? If we need to program, appreciate pseduo logic/interface
