MRP with frozen MPS not planning supply with correct dates

I am running MRP with a frozen MPS, and am expecting the Purchase orders to be driven by the Works orders created from MPS.  However, the dates for the purchase orders are being driven from the Pegging dates, not the work order dates.

Any ideas why this is happening?
