Requisition Templates

I have created a Requisition Template in core apps and am not able to see the lines in iProcurement.  I can see that the requisition template header exists by the name I entered, but when I click Go, a message is displayed that "the public list has no items".  We are on R12 and I was under the impression that the templates come over automatically now.  The requisition template has multiple lines and they are "expense" lines.
