Database is not connected in request center

I completed insallation and configuration of client ADI in my machine.  I logon and selected responsbility in login window but it did not open the request center and stay in login window.  When I manually open the request center it shown the database is not connected.  I ran ADI diagnostic wizard and no issues in the report.  I test also the connection using sqlplus and I successfully connected to the database.  How do i fix this issue?
