Unable to connect to database

None of the new connections are not allowed to my staging database (11.2.0.1). Users are getting "ORA-12518: TNS : listener could not hand off client connection". When I tried to connect as SYS on the server, I got the error " maximum number of processes 1000 exceeded". Then I had to stop and restart the Oracle service.

 I found the following errors in the alert log:

ORA-19815: WARNING: db_recovery_file_dest_size of 6442450944 bytes is 96.82% used, and has 204630016 remaining bytes available.
