Order Revision - NULL value in the cfg_state_code for the attributes

We have recently performed development upgrade from Siebel 7.8.2.14 to 8.1.1.4. During functional testing we have observed following issue.
The Order Revision process (Out of the box) nullfies the value of the cfg_state_code for attributes. The Order to Asset process (Out of the box) carries this change from the order to asset, meaning the asset attributes also has the cfg_state_code null.

When a modify order (Out of the box) is created in such assets and then navigate to the configurator, this display an update message for attributes with default values.

This behaviour only happened to siebel v8, while as per the
