Active-Passive Clustering

Hi ,
Suppose there is Active-Passive clustering and a SAN drive is used as a shared drive for clustering. Both Essbase Servers are on different machines. Now suppose Windows essbase services goes down (note the machine is up only), my question: how the other server machine will access the SAN shared drive , as the active essbase server machine is up . 
I think the machine has to be down for the other machine to access the SAN shared drive.
