How to Add text box (make it compulsory) based on selection of value in list box

We already are using dynaminc layouts based on sales conditions.

Within  the dynamic layoout - we need a text box that should display (or make it mandatory) - based on condition of another pick list values.

Say the pick list selection is YES - then the text box should be displayed , or else it can be displayed - but if selection is Yes - it needs to be mandatory

User is forced to enter something..
