Project Billing - Labor Surcharge

My client would like to use the standard bill rate schedule to bill for labor.  On top of the hourly rate thay want to charge a 5% surcharge for CPC(Copy, Phone, Computer) usage.  The 5% must show up uder a seperate expense type called CPC.

Is there anyway to do this without a billing extension?
