Windows Server 2008 R2 oracle 11g install - "backfitting"

A default instal of both the OS and Oracle was done by a non-oracle person login in as a domain administrator.  I would like to create an oracle account on the Windows server (local admin?; certainly in the ORA_DBA group) to be used as the OS login in user for database control jobs such as dbpump.  This would allow me to get out of the business of having to change the job for the OS credentials every time my own credentials are changed every 30 days.  I am told that the Oracle user would be fine if it is a
