Attempting to create a physical standby database and cannot get the redo logs applied.

I have been attempting to establish a physical standby database on a separate server, for use with an Active Data Guard configuration. I am following the procedure described in Oracle® Data Guard Concepts and Administration 11g Release 2 (11.2) Part Number E25608-01, I have not been able to get the standby to work properly. Both databases are Oracle 11.2.0.1
The redo logs are being transported to the standby database but are not being applied.
Attempts to open the standby database in read only mode result in messages stating the
standby database is in need of recovery.
Attempts to restore the datafiles end with messages stating the backups cannot be found.
