Load balancing on Oracle RAC 11gR2

I am trying to add a service with srvctl to enable load balancing on Oracle RAC 11gR2 database on HPUX Itanium.  The command returns an error. 

srvctl add service -s OLTP_SERVICE -j SHORT -B SERVICE_TIME

PRKO-2001 : Invalid command line syntax
(**grid**on ustls123)

We are trying to address an issue with our 2 node clustered database that is heavy on one node.  Currently the tnsnames entry does not have LOAD_BALANCE=ON on the database server, however we are not sure if this is the issue.  We have other database clusters with that not set and they are fine.
