Manpower Planning and Budgetting in Oracle HRMS

HI

I would appreciate if any one can help me out in  Doing Manpower planning and Budgetting in Oracle HRMS,

There are couple of reports out of which only Budget Period Positon detail report is giving the output.

We all know manpower Planning is the impportant part of Human Resource.The current available standard functionality is not suitable to present infront of  any customer.

So I am looking for some good workarounds.
