Streams or Change Data Capture?

I need to replicate changes on some large production source tables to stage tables on a remote database so that any change on the source appears as insert on the target. I thought about Change Data Capture, which is based on Streams and seems to cover this requirement.

Is it possible to implement the same meachanism using Streams directly and if yes, would this be beneficial in terms of flexibility ?

If not, to what extent can the Streams APIs be used to configure CDC ?
