Getting observer alert to work

We are running OMS 10.2.0.5 on a windows server. The agents are 10.2.0.5 on rhel 5.7 servers.
Other alerts are  working. I created a rule for "Observer Status", but when I stop the observer, I don't get an alert. Any ideas?
