Assigning New Homepage Layouts to Roles

I created new Homepage Layouts for "My Homepage" and for the Opportunity Homepage. I have assigned these layouts to roles, (Step 8, Role Management). But the standard default layout continues to appear, even after I log in and out.

I (or the users) can individually modify their homepage layouts, but I want to assign this specific layout to certain roles.
