Multiple 'SYS' passwords

Hopefully this'll be a simple resolution for someone, but despite a number of attempts and 'Googling' it hasn't changed the issue.

Running Oracle 10.2.0.5 on Windows Server 2003 R2 64bit.

I can remotely connect as 'SYS' user either as 'SYSOPER' or 'SYSDBA' using one password.

I can also remotely connect as 'SYS' user only as 'SYSDBA', but not as 'SYSOPER', using a different password.

I have dropped the password file and recreated using the first password, I have also logged on and run 'alter user identiied by <password>;' with a success message.

However nothing appears to alter the fact that either of two passwords will allow me to log on 'as sysdba'!
