Pick confirmation automatically happening though Auto Pick Confiirm is set to No during pick release

Hi,
We are using OM/Shipping with WMS. When I run Pick release with Auto Pick Confirm set to No, the system still automatically pick confirms the delivery lines and sets them to a status of Staged.

I checked the value of "Pick Confirmation Required" at the org level and it did not change the behavior.

If anyone is aware of a solution for this please let me know.
