OTM Error - No Eligible Deliveries found in EBS for the Planned Shipment Message

Hi,

I Create Delivery in EBS and then Run Shipping-Transportation Outbound Interface, then I create Buy shipments, tender. I try send the transmission back to EBS for Shippment, I got below error message

"No Eligible Deliveries found in EBS for the Planned Shipment Message"

The Order is not closed in EBS. but still I got this error message. Please help me.
