Prevention of Journal name

Our business has 5 separate departments, samed CoA and SoB, what they want is to prevent entry of a duplicated journal name, currently each department uses an alpha prefix to denote the department, then a number that they take from a file.

Is there a way that Oracle can control entry of teh journal name to prevent duplication ?
