True Excel Templates in EBS 12.1.3

 I saw the webcast this summer about True Excel templates in BI publisher, and we started using some in our 12.0.6 EBS and they were working great.  Now we just upgraded to EBS 12.1.3, and we no longer have the option for 'Microsoft Excel' when setting up a new template.  Are the true Excel templates not allowed in EBS 12.1.3?
