US PAY: Applied Year End Phase 2 patch 13503500, Is it Required I apply the Year Begin patch 1350563

Question from customer

We have applied the Phase 2 patch (13503500). Can you let us know if we also have to apply the Year begin patch (13505631).

From the announcement of the phase 2 patch it appears that we do not have to separately apply the Year begin patch
