Oracle Management Server is Down in OEM 12c

I have some problems need your help .

I had installed OEM 12c for 64bit on Oracle Linux 5.7 , my DB is 11gR2 , both of the DB and Application in one cmputer . The cumputer`s Memory is 20GB , Hard disk is 300GB , CPU cors is 3 .

Once a time , the server is power off . After that , when I restart the OEM in OMS_HOME>bin  , it said "Oracle Management Server is Down" 

The following is my step to restart the OEM :

  1. su - oracle
  2. lsnrctl start
  3. sqlplus /nolog
  4. conn / as sysdba
  5. startup
  6. cd OMS_HOME>bin
  7. ./emctl start oms

and now the problem has come across , it said "Oracle Management Server is Down"  ,
