PRC: Update Project Performance Data ORA-20040

Has anybody experienced the following error -

"PRC: Update Project Performance Data ORA-20040: The projects in this request overlap with the projects of one or more submitted processes.  Please wait for the submitted processed to complete successfully before you submit this request."

We have all the necessary patches applied as mentioned in various metalink notes and have rasied an SR.  The issue has been reproduced in a test instance......
