User Detail Record - Oracle security emails

Which fields on the user record trigger a "security" email to be sent by Oracle to the user?  From what I can tell it is at least User ID and Email.  Is there any way to turn the email triggers off in a non production environment therefore allowing testing of a webservice against a staging user record without emails being sent out?
