transaction stuck in MTI

Transaction : subinventory transfer

Transfer from Subinventory with locator control

Transfer to Subinventory with locator control

The transactions always stuck in MTI with error :

Error code:Transaction processor error

Error explantion:Negative balances not allowed

But there are enough Onhand quantity to transact.

These issue can slove by resubmit processor, no datafix . Want to know the root cause.
