PO Agreement status

Dear All,

I have a purchase order agreement with status  Rejected,Closed I would like to re-open it again in order to create a new revision of this agreement , when querying  it from purchase order summery and choosing the control option form tools menu ; the only option available is hold there are no options for reopen the agreement . Is there any way to figure out the issue?

The current release is 11i 11.5.9
