how can i achive this business case in R12 in Etax

Dear

 We are currently preparing to upgrade from 11i.0.9 to R 12.1.3, we have one business case in 11 we want also set it in R12

In R 11 we have tax group after upgrading to R12 these not migrated to R12 also there are not tax group in R12, it replaced tax role,

I am trying achieving our business case in R12 by using tax role but I failed to achieve our case

This Explanation for our business case and we implemented it in R11 by using tax group

We have 6 types of taxes code
