Field Unrequired in Line Transaction DFF but AutoInvoice is requiring data

We have defined a Line Transaction DFF that has 10 segments.  Three of the data field segments have been the "required" box unmarked as there will not always be data to pass from external system.  The AutoInvoice process is failing these records if the data fields are left null.   Why is the AutoInvoice process not following the DFF setup?  I do not recall this being an issue in R11.  Can some explain?
