Access Identity Tool

I am doing research on implementing a 3rd party (non-oracle product) access identity tool to connect into Oracle HR (Oracle EBS) to retrieve HR data (HR information such as employees who has been terminated, moved within the organization and new hires). How does that work on the Oracle side? What are the component that needs to be set-up, or is there a documentation that I can look at?

The concept is to retrieve information from the HR tables and connect to the external application to peform a task on the remaining application that users has with the organization.

Has anyone had experience in this?
