Adding consultant in Global HRMS

Hi Guys,
I want to add consultant in Global HRMS. Then I do the following step in Global HRMS:

1. Enter the name of employee.
2. Enter Action: Create Other then choose External.
3. Save the document then encountered error.

Error Message: APP-PAY-07092: This action is invalid for the current record.


Please help me, I really want to add some of our consultant in Global HRMS.
