Promotion Web Service does not create promotion line iten in a Quote

Hi,

I have a question on promotion web service.
I want to add a promotion line item against a quote using applyproductpromotion method of promotion web service. but unable to add the same. as per siebel bookself, I gave below input parameter in the soap request message.
Quote Id
ProdProm Id

please let me know if i am missing any input parameter to add?
