How to Use Value set in Transaction Source Types

Hi,
Could anyone please provide me the steps/process of how to use value sets in Transaction Source Type.

I have tried the way it is mentioned in User Guide. But did not succeed.

Validation Type = Value Sets
Context = Pop Ups...

But i am not able to fetch the Value set. The LOV is null.
