Error installing Siebel 7 on VM platform

I am attempting to install a gateway and app server on a virtual server.

The gateway installs fine and it's service starts correctly but when I attempt to install the Enterprise I get an error during the final stage...

"unable to launch "d:\sea77\siebsrvr\bin\ssincfgw.exe -l ENU -f "d:\sea77\siebsrvr\admin\siebsrvr_sia.scm" -r "D:\sea77\siebsrvr" /LogEvents all /LogDir "D:\sea77\siebsrvr\ADMIN\INSTALL"" error code:"-1073741819"
