Journal Approval Hierarchy queries

 Hi Folks,

We have following requirement.

EMP-1, EMP-2 ------ up to EMP 10, our client want to maintain all of these employees in our journal approval hierarchy with email configuration . but issue as follow, they dont want to maintain Amount limits , i.e all of them is same amount limit, only requirement is approver need to approve via email.

so how we can achieve this? 

i.e how we can setup hierarchy in this situation?
