Never open Period Status

Dear All,Can you answer the following questions:
1.We have 2010 periods still open, No transactions are made in 2010. The status for inventory period status from JAN-10-DEC-12 is Never Open.
What is the best practice to close this period. Shall we open the period then close it or just leave it as never open.
2.What is the best practice to closing 2011 periods and open the 2012 period.
