'OZF: Chargeback Budget' profile not working while assigned at Responsibility Level

We have 2 Operating units configured for Trade Management -OU1 and OU2. Each of these Operating Units belong to different Sets of Books in General Ledger. We are creating claims in Trade Management using IDSM Chargeback Process. We have created two Budgets one in OU1 and other in OU2. System profile 'OZF: Chargeback Budget' is configured at the Responsibility Level for respective OU's and Budgets. The Values at the Site and Application Level is set to NULL.

However, when we load records from WebADI the records are getting struck at IDSM Stage as "DISPUTED" with following error details:

Error Code- OZF_CHBK_BUDGET_NULL
