MMT&MOQD mismatch

In 12.1.3 platform:

In MMT, sum(mmt.primary_quantity)=-0.00001; in MOQD , sum(mmt.primary_quantity)=0; Negative balance allowed is unchek. How to fix this issue?

How to get invmtmqt.sql& invmtmqd.sql ?

Solution in Find Mismatch Between MTL_MATERIAL_TRANSACTIONS (MMT) and MTL_ONHAND_QUANTITIES_DETAIL (MOQD) (Doc ID 279205.1) can use for this issue?
