Rule of Thumb

What is the standard rule of thumb when it comes to building a Full PD Package.  I have always believed that one shuld be built after every 12 update packages.  With that said, I also think the update package should have a few objects in them.  I don't believe in building a update package for 1 or 2 projects in PD.
