Reopening a "Completed" task

Hi, I have a requirement whereby i need to re-open a "Completed" task and put a notes in the 'Description' that the XYZ needs to be done before the user "Completes" the task. Because of some complex business scenario, we can not use "Cancel Save" option available through workflows. Is it possible to re-open a task in OCOD through WS.
