Is RBAC comparable to SELinux ?

I stick to Solaris but it's inevitable to receive queries trying to compare Linux features.
Then, for example, the recent one is:
but I wonder if anybody could say something, such as, "yes", "no", "to some degree", "there are a few common aspects" and so on...
despite my assumption they're different beasts.
It could be useful to know that, at a very high level, in order to better elaborate the implementation of RBAC in face of "environmental inertia".
