jdecsec.c2578 Unable to locate Security Server on as400

Good morning.

 Please I need help I have installed JD Edwards 8.98.4.4 with a DB2 database Interprise as400 and as400 server I have it in, installed the update 2, the base line, special instructions, but when compiling a package to the server jdecsec.c2578 I get the error Unable to locate Security Server, jde.ini changes were made in both the deployment server as the server Interprise, but I still leave the same error.
If you can help I would greatly appreciate.
