Not able to choose other organization when creating an IR

We are using multi OU's in our instance. I am using responsibility for OU1 and trying to creating an Internal Requisition. When i am choosing the Destination Org, i am not able to choose any other orgs and in the lov its comming up with the inv orgs attached to OU1. I want to choose the org which is in OU2.

What would be the reason for this. I have got the approval limits setup for OU1.

Please help.
