Inventory Item as Asset

Hi ,
1)Should an Inventory Item be treated as an Asset ,

2)If i procure the Inventory Item my Accrual is at Receipt , my Material Account is hit at time of receiving and i cant also change the account form Payables Invoice also is there a procedure so that i can select the Clearing account to add as Asset in FA Module.
