12c Oracle Virtualization plug-in deployment issue to OMS

When attempting to deploy the Oracle Virtualization plug-in to the management server, the process just hangs on checking pre-requisites.  Does anyone have any ideas on this?  I know that it depends on "EM Platform", but I do not know which plug-in that is or where to find it.
