Upgrade best practices for Grid Control 10g to 12c

Folks,

Planning to upgrade existing,

Source: 10.2.0.5 OMS/10g Agents/11g Agents

Target 12c OMS/12c Agents

for existing 4000+ production database targets.

Have received feedback fresh installation of 12c and cutover is probably the best option rather than upgrade. Any guidance , best practices is much appreciated.
