How to hide the Button of "Create Supplier" in the "Supplier Inquery" Page in R12

Hi all,

     when the EBS update to R12, I meet a problem in the "Supplier Inquery" page. I find in the "Supplier Inquery" page the end user can create supplier.

     I'm very confused with this Problem, while i find a solution to fix this problem with personize page for hide the "create supplier" Button.

     but I find with Personize page to fix the problem is very hard to soloved my requirement  perfectly,for to use the personize page I have to turn on the "FND: Personalization Region Link Enabled" profile option .and profile options is contact with responsibility. while I have lots of responbility which are use the "Supplier Inquery" page.
