How to secure value set access

Hello Every One,

How is it possible to secure access of specific value sets to users. We want to give access of item definition to the end users for that purpose they need to update the value sets of Item Flexfield and Item Categories  Flexfield.
Is it possible to grant them access to only these particular value sets of the above mentioned flexfields.
