CPU consumption on backup

I see the CPU usage is high for the Oracle database backup to disk when compared to tape. But I could not understand why is this? We are taking the backup to one file system server. Users are complained slowness during the backup. Will there be any locks on the database when we kick off the Full backup using RMAN? Can we expect slowness during the backup?
